Pakistan has assured the International Monetary Fund (IMF) under its Memorandum of Economic and Fiscal Policies that the burden of oil prices will be passed on to consumers.

Targeted subsidies will be introduced and the implementation of federal excise duty on fertilizers and agricultural chemicals will be postponed.

To mitigate the negative impact of rising fuel and food prices following geopolitical tensions in the Gulf region, the monthly stipend under the Benazir Income Support Program will be increased from Rs. 14,500 to Rs. 19,500, effective from January 2027 under the new structural benchmark. 

Pakistani officials have also acknowledged that the government established the Prime Minister’s Austerity Fund, cut Rs100 billion in government development programs, saved Rs27 billion, reduced fuel allowances, and reduced non-salary expenses by 20 percent. 

However, such measures may be temporary in nature, while regular fluctuations in fuel prices play a significant role in reducing demand. 

The government will implement targeted subsidies to protect the vulnerable. In view of the severe volatility in oil and fertilizer prices and the general economic uncertainty, Pakistan will postpone the increase in federal excise duty on fertilizers and agrochemicals. We are aware of the strategic importance of fertilizers and the uncertainties facing the agricultural sector.

To address public complaints, the Sindh government has activated a Public Complaint Cell at the Chief Minister Secretariat in Karachi.

Ministers, advisors and spokespersons have been given specific duties under this initiative so citizens can obtain immediate assistance.

The cell will be open daily from 9:00 a.m. to 5:00 p.m., enabling residents to bring their issues directly to government representatives.

A published roster assigns senior provincial ministers to attend on set days, including Sharjeel Inam Memon, Local Government Minister Syed Nasir Hussain Shah, Saeed Ghani and Dr. Azra Fazal Pechuho.

Karachi’s Mayor and other key officials and spokespersons will also serve at the cell.

A monitoring system has been introduced to ensure complaints are handled promptly, reinforcing an open-door policy at the Chief Minister Secretariat.

The initiative is intended to deliver quick relief to citizens and promptly address their concerns.

اس علاوہ ایم پی اے جمال احمد نے نارتھ ناظم آباد ٹاؤن میں موجود سخی حسن ہائیڈن کو شدید تنقید کا نشانہ بناتے ہوئے کہا کہ پانی کے لیول، ڈسٹریبیوشن اور لو پریشر کی وجہ سے بفرزون، شادمان، بلاک ایل، ایم، این, جے اور نصرت بھٹو کالونی شدید متاثر ہو رہے ہیں جس کا فوری سد باب کیا جائے۔

ملاقات کے آخری میں سیوریج کے حوالے KBR کے مسائل بھی سامنے رکھے گئے۔

On Tuesday, Pakistan and China announced a five-point plan intended to restore peace and stability in the Gulf and the Middle East as tensions escalate amid the US-Israeli military campaign in Iran.

The plan followed a bilateral meeting in Beijing between Wang Yi, China’s Minister of Foreign Affairs and a member of the CPC Political Bureau, and Pakistan’s Deputy Prime Minister and Foreign Minister, Senator Mohammad Ishaq Dar. The discussions addressed regional developments and actions to avoid further escalation in the Gulf and the Middle East.

Pakistan’s Foreign Office said the two sides set out five main points: an immediate halt to hostilities; launching peace negotiations; safeguarding civilians and civilian infrastructure; securing shipping routes; and respecting the United Nations Charter.

Immediate cessation of hostilities

The first point calls for an urgent stop to military operations and for humanitarian relief to reach all affected regions. Both nations emphasized preventing the spread of the conflict and stressed the need to protect civilians and provide aid to areas devastated by war.

‘The immediate cessation of hostilities and utmost efforts to prevent the conflict from spreading are necessary,’ the statement said. ‘Humanitarian assistance must be allowed to all war-affected areas without obstruction.’

Start of peace talks

Both China and Pakistan called for swift commencement of peace negotiations, highlighting that dialogue and diplomacy remain the only viable mechanisms for resolving the conflict. The statement reiterated that the sovereignty, territorial integrity, national independence, and security of Iran and Gulf states must be respected during these discussions.

“China and Pakistan support the relevant parties in initiating talks, with all sides committing to peaceful resolution of disputes and refraining from the use or threat of force during peace talks,” the statement added.

China’s foreign ministry previously described the process of initiating peace talks in the conflict as challenging but necessary to restore regional stability and normal navigation through the strategically vital Strait of Hormuz.

Protection of civilians and infrastructure

The third point of the initiative focused on civilian protection and adherence to International Humanitarian Law. Both nations urged all parties involved in the conflict to immediately halt attacks on civilians and non-military targets, including critical infrastructure such as energy plants, desalination facilities, power networks, and peaceful nuclear installations.

“The principle of protecting civilians in military conflict should be observed at all times,” the statement noted.

Security of shipping lanes

The Strait of Hormuz, a crucial global shipping corridor for goods and energy, remains a particular concern. China and Pakistan called for ensuring the safe passage of civilian and commercial vessels, the protection of crew members, and the restoration of normal shipping operations through the Strait.

“The Strait of Hormuz, together with its adjacent waters, is an important global shipping route. Parties should protect the security of ships and crew, allow safe passage, and restore normal navigation as soon as possible,” the statement said.

Primacy of United Nations Charter

Finally, the initiative highlighted the need for a multilateral approach, reinforcing the primacy of the United Nations and international law. Both countries urged collaborative efforts to establish a comprehensive peace framework aimed at achieving lasting stability in the region.

“China and Pakistan call for efforts to practice true multilateralism, jointly strengthen the primacy of the United Nations, and support the conclusion of a comprehensive peace framework based on the purposes and principles of the UN Charter and international law,” the statement added.

Earlier in the day, China said it would strengthen cooperation with Pakistan on matters related to Iran. Chinese foreign ministry spokeswoman Mao Ning described the two countries as “all-weather strategic partners” and stressed the need for joint strategic communication and efforts to promote peace.

Senator Ishaq Dar arrived in Beijing late Tuesday afternoon, was received by senior officials, and later met bilaterally with Minister Wang Yi at the Diaoytai State Guest House. The visit was Dar’s second official trip to Beijing in 2026, underscoring the ongoing close coordination and regular consultations between Islamabad and Beijing on regional and international issues.

Iran’s Ambassador to Pakistan, Reza Amiri Moghadam, praised Islamabad’s diplomatic efforts, calling them proactive and motivated by goodwill to restore peace and stability in the region. He emphasized Pakistan’s “good office” in facilitating dialogue to halt US-Israeli military aggression.

کمشنر کراچی کی جانب سے جاری نوٹیفکیشن کے مطابق 20 روپے اضافے کے بعد دودھ کی نئی قیمت 240 روپے فی لیٹر مقرر کردی گئی ہے۔

نوٹیفکیشن میں کہا گیا ہے کہ ڈیری فارمر کے لیے دودھ کی قیمت 215 روپے فی لیٹر جبکہ ہول سیلرز کے لیے دودھ کی قیمت 225 روپے فی لیٹر مقرر کی گئی ہے۔

پاکستان کے محکمہ موسمیات (پی ایم ڈی) نے بلوچستان سے آنے والی مغربی لہر کے نتیجے میں جمعرات کو کراچی کے ساتھ ساتھ سندھ کے دیگر علاقوں میں 2 سے 4 اپریل تک بارش اور گرج چمک کے ساتھ بارش کی پیش گوئی کی ہے۔

محکمہ موسمیات نے منگل کو جاری کردہ اپنے یومیہ موسم کے آؤٹ لک میں کہا کہ مغربی لہر یکم اپریل کو بلوچستان کے جنوب مغربی علاقوں تک پہنچنے کا امکان ہے اور 4 اپریل تک برقرار رہنے کا امکان ہے۔

ایس ایس پی سینٹرل محمد عمران کے مطابق بلاک 15 بارادری پارک کے قریب شہری سے دو ملزمان موبائل فون اور پرس چھین کر فرار ہوئے۔

اطلاع ملنے پر جوہر آباد پولیس نے فوری کارروائی کرتے ہوئے ملزمان کا تعاقب کیا، تعاقب کے دوران ملزمان واٹر پمپ براستہ گلبرگ بلاک 12 فیڈرل بی ایریا کی ایک گلی میں داخل ہوئے جہاں جوہر آباد پولیس کے ساتھ گلبرگ پولیس نے انہیں گھیرنے کی کوشش کی۔

پاکستان انٹرنیشنل ایئر لائنز (پی آئی اے) کے کنسورشیم کے چیئرمین عارف حبیب نے اتوار کے روز جیٹ ایندھن کے نرخوں میں حالیہ 150 فیصد اضافے کے تناظر میں پی آئی اے کے آپریشنز جاری رکھنے پر خطرے کی گھنٹی بجاتے ہوئے حکومت سے قیمتوں میں اضافے کو واپس لینے کا مطالبہ کیا۔

حبیب نے بول نیوز پر نشر ہونے والے ایک انٹرویو میں خبردار کیا کہ اگر جیٹ ایندھن کی قیمتیں بلند رہیں تو “پی آئی اے کو بند کرنے پر مجبور کیا جا سکتا ہے” ۔

امریکہ ایران جنگ سے پیدا ہونے والی عالمی سپلائی چین کی غیر یقینی صورتحال کے درمیان حالیہ ہفتوں میں جیٹ فیول (JP-1) کے نرخوں میں کسی رسمی اعلان کے بغیر اضافہ کیا گیا ہے۔

ڈان کی طرف سے دیکھے جانے والے سرکاری نرخ بتاتے ہیں کہ JP-1 کی قیمتیں 21 مارچ سے 84 روپے فی لیٹر یا 21.65 فیصد بڑھا کر 388 روپے فی لیٹر سے بڑھا کر 472 روپے کر دی گئیں۔ 1 مارچ سے، قیمت 190 روپے فی لیٹر سے تقریباً 150 فیصد بڑھ گئی ہے۔

حبیب نے جیٹ فیول کی قیمتوں میں اضافے کو حکومت کی جانب سے عام شہریوں پر تیل کی بڑھتی ہوئی قیمتوں سے مالیاتی بوجھ کی سبسڈی سے جوڑا، کہا کہ حکومت نے کراس سبسڈی کے لیے رقم اکٹھا کرنے کے لیے ہائی اوکٹین فیول اور ایوی ایشن فیول کی قیمتوں میں اضافے کا فیصلہ کیا ہے۔

“پاکستان میں، حکومت نے قیمتوں میں اضافہ کیا ہے لیکن عالمی منڈیوں کے مطابق نہیں ہے۔ ایسا لگتا ہے کہ حکومت کفایت شعاری کے اقدامات سے ہونے والی بچت سے کچھ بوجھ اٹھانے کی کوشش کر رہی ہے اور کچھ کراس سبسڈی کے ذریعے،” انہوں نے وضاحت کی۔

گزشتہ ہفتے، وزیر خزانہ محمد اورنگزیب نے کہا تھا کہ “ٹارگٹڈ ریلیف” ایندھن کی سبسڈی کے فوائد کو مستحقین تک پہنچانے کی اجازت دے گا۔ انہوں نے نوٹ کیا کہ حکومت نے “اپنے مالی وسائل کا استعمال کرتے ہوئے” 69 ارب روپے کا بوجھ اٹھایا ہے۔

حبیب کی رائے تھی کہ حکومت کے اقدامات “پائیدار نہیں” تھے، انہوں نے مزید کہا کہ حکومت کو “اس بوجھ کے کچھ حصوں کو منتقل کرنے کے لیے کچھ اقدامات کرنے ہوں گے”۔

حبیب نے کہا کہ “ایوی ایشن فیول کی قیمتوں میں اضافے پر، میں سمجھتا ہوں کہ یہ حکومت کی غلط فہمی ہے کہ عام آدمی ہوا بازی کا استعمال نہیں کرتا،” حبیب نے کہا۔

تاجر نے کہا کہ پی آئی اے نے مہینے بھر میں “کسی نہ کسی طرح” کامیابی حاصل کی لیکن ‘غیر پائیدار’ اضافے کو آگے بڑھانا “پی آئی اے کے لیے کام کرنا مشکل بنا دے گا”۔

ان کا خیال تھا کہ اگر حکومت نے اپنا فیصلہ واپس نہ لیا تو پی آئی اے “اپنا آپریشن جاری نہیں رکھ سکے گی”۔

“اسے بند کرنے پر مجبور کیا جائے گا،” انہوں نے مزید کہا۔

ہوابازی کے ماہرین کے مطابق ایئرلائن کے آپریٹنگ اخراجات کا 30-40 فیصد ایندھن کا ہوتا ہے۔ جنگ کی وجہ سے ایندھن کی قیمتوں میں نمایاں اضافے نے ایئر لائنز کو کرایوں میں 20-30 فیصد اضافہ کرنے پر مجبور کر دیا ہے۔

اندرون ملک ٹکٹ کی قیمتوں میں 10,000-15,000 روپے کا اضافہ ہوا ہے جبکہ بین الاقوامی کرایوں میں 30,000-40,000 روپے کا اضافہ ہوا ہے۔ اگر عالمی سطح پر تیل کی قیمتیں بڑھتی رہیں تو مزید اضافے کا امکان ہے۔

“مجھے نہیں لگتا کہ قیمتوں میں اتنا اضافہ کرنے سے ہوا بازی کو لوگوں کے لیے سستی رہنے کا موقع ملے گا۔ اور بین الاقوامی سطح پر، یہ ایئر لائنز بھی مسابقتی نہیں رہیں گی، کیونکہ بین الاقوامی ایئر لائنز کے لیے جیٹ فیول اتنا مہنگا نہیں جتنا پاکستان میں ہے
